I always heard that phrase as "half your age plus 7".

clearly Al's version is the less common, and more conservative one.

edit...what if you're younger than 7? (or in Al's case, 9?) does this mean that when I started primary school I could have been pulling the pigtails of girls a few years older than me? Bah! Stupid smelly girls!

The first and only time I heard that is from a friend of mine from school and the Army. He said it was his father's advice to all his kids and blames that as the reason his sister married a much older man.
Odd name dropping here, but his sister is Mena Suvari; went to school with her brothers and was good friends with the older one.
